The Highland County Board of Health

       The Highland County Board of Health is the authority elected to oversee the activities of the Health Department.  The Board meets monthly to discuss public health issues, address future expenditures and activities, determine regulation interpretations and enforcement, and perform other activities relating to community public health.  Board minutes can be viewed by contacting the health department.

Health Commissioner

       The Highland County Health Commissioner is an individual hired by the Board of Health.  The Health Commissioner is the day-to-day director of the entire Highland County Health Department.

Jim Vanzant, DVM, is currently serving his 13th year as Highland County Health Commissioner.  Dr. Vanzant owned and ran a private veterinary practice before joining the Highland County Health Department.  During his time at the Health Department, Dr. Vanzant has developed new public health services, like the very successful Care-A-Van, overseen the implementation of several new programs, and been a leader in various regional planning efforts and public health programs.

 

Fiscal Officer

       Tressia Page, the Fiscal Officer of the Highland Count Health Department, works closely and is under the direct supervision of the Health Commissioner.  Tressia Page has held this position for the past 23 years.  She is responsible for all budgetary functions within the health department, serves as the Payroll Officer, is responsible for carrying out the duties of Personnel Officer, and serves as the Deputy Registrar of Vital Statistics.

 

Environmental Health Director

       Mary Ann Webb,MPH,RS, is currently in her 17th year of overseeing the Environmental Health Division of the Highland County Health Department.  Mary Ann is a Registered Sanitarian in Ohio, actively involved in the Ohio Environmental Health Association, the Ohio Onsite Wastewater Association, and other environmental health organizations.  She had served as a Division Director in the OEHA, and was later recognized by the organization for her contributions. Mary Ann oversees all programs and function of environmental health, and actively participates in several program areas.

 

Director of Nursing

       Karen Oglesby, BS, RN, is currently in her 16th year at the Highland County Health Department.  Karen oversees the programs of the Public Health Nursing Division.  She has been involved in the improvement and creation of several nursing services, and been actively involved in regional planning initiatives for improving public health in Highland County.
