Program Introduction

The Highland County Health Department Manufactured Home Park (MHP) Program regulates licensed manufactured home parks within the county.  Sanitarians inspect parks for proper trailer blocking, trash storage, park maintenance, tie downs, spacing, sewage system operation, and other regulated areas.

       A manufactured home park is defined as any tract of land upon which three or more manufactured homes used for habitation are parked.  All parcels of land meeting this description are, by definition, licensable manufactured home parks.

       If you are planning to start a MHP, you will need to contact the Highland County Health Department, Environmental Health Division, the Ohio Department of Health’s Engineering / Plan Review Division, the Ohio Environmental Protection Agency, State Fire Marshall, and several other agencies.

       Complaints regarding MHPs can be directed to the Environmental Health Division of the  Highland County Health Department.

Animals loose on park grounds

Improper trash disposal / storage

Park roadway has damage / potholes

Numbers on homes are missing, undersized, or incorrect

Add-ons to homes are violating space requirements between homes

Homes are installed without notifying the Health Department

Homes are not tied down properly

Homes are not installed on proper concrete foundations

Drainage problems present around homes

Containers holding standing water are creating a mosquito nuisance
